Personality: Rui is, at his heart, an optimist. He believes the best in others and, in particular, in humanity as a whole. He constantly works towards giving people the power with which to better themselves, creating the tools with which people can come together and create something greater than their individual parts and better society and their interactions as a whole. That idea is what is behind the social media network he runs, Galax, and the distribution of Crowds to the public. Rather than forcing people to act in certain ways, he wants to motivate them and give them the tools to better themselves and believes that humanity can mature and use these tools for good. Even with someone like Rizumu who directly opposes and denounces him, he believes in his desire to protect humanity and his ability to do good.
His belief is not unfaltering though nor has it always been universal. At the beginning of the first Gatchaman series, he was vehemently against their presence at first – though this too stemmed from his belief in humanity. He believed that humanity as a whole could rise to become the force that saved it, therefore there was no need for heroes in the world he envisioned. He since came around to believing everyone could be a hero, in that way updating humanity. When at his weakest as well, after not just having his beliefs denied by Rizumu but also interrupted by his fellow teammates, he succumbed to the Kuu-sama phenomenon and gave in, forgetting his dreams and giving in to the atmosphere. Though he recovers, at the end of the series he is left with his doubts, not as sure as he was before about the path of humanity and the future of Crowds, but still overall optimistic that humanity could change itself for the better.
He holds a heavy sense of responsibility, given the power and influence he holds over others and, at times, the harm and danger this has lead to. He originally holds back the use of Crowds because he knew it was a power given to him by the nefarious Berg Katze and is afraid of the harm that could arise. In this way, he feels guilty for all the resulting chaos with the Crowds event and how that occurs. Though he leaves it up to the rest of the populace to use the tools he gives them to better themselves, he still feels a level of personal responsibility when bad things occur from this. He wants to believe in the good of humanity so it pains him personally when he sees that hope betrayed and worse, sees others suffer because of his decisions.
Not to say Rui is a somber or serious figure all the time, even if the problems and issues he confronts are on such a global scale. The programming of Galax shows this; events are set up as games, points are awarded for tasks like helping strangers or responding to crises. He would command the Crowds to “play the game” when setting them on a task, and was able to beat the raging Crowds in Tachikawa by summoning even more to contain them in the form of games that rewarded people for helping rescue people, clear debris and make food. He also has a sense of fancy, as shown when his rescue/invitation to Hajime is framed a princess rescue, calling the knights of the round table, the only reward being “honor” and an invitation from a lord. With its graphics and avatars, the way they move through rooms to talk to each other, Galax is clearly programmed with a sense of fun and aesthetic. Rui himself, of course, is very interested in aesthetic, posing as the fashionable Load Galax when in public, dressed in a large variety of wigs and outfits to suit his tastes and fashions, compared to his almost uniform singular jacket and slacks outfit he otherwise wears at home. He laughs, he plays, and he just wants everyone to be able to live in a world where helping others is like a game, done happily and for the joy of everyone involved, and he believes that, no matter how much it struggles, no matter how much it stumbles, humanity can reach that level of maturity, can evolve to be a better person, better people.
Wish: “I wish humanity could come together and update itself.” For Rui, it is not enough that humanity evolve, but for it to do so through its own means and power, thus be able to continue to do so. His desire is for progress and the belief that humanity can achieve it by coming together, through selflessness and care. At the time of his wish, he is unsure but hopeful – he feels like many of the tools are in place but worries that they have the wisdom and maturity to use them correctly. While he ultimately believes in humanity, he worries about how dangerous a path it might be on the way. Still, it’s meaningless if they have their hand held the entire way, so all he can ask is that they be given the chance and the determination to follow through and make the future a reality through unity. These are his thoughts after all the events surrounding Gelsadra – an event where it was shown the dangers of mob mentality and individuals not thinking for themselves. At the same time, before this was the riot of Berge Katze, where defeating him involved the power of everyone coming together in unity to defeat the chaos of human ego run wild. It’s clear that either extreme is quite dangerous and Rui wishes it was only easier for people to see the middle road, the path that they need to take to achieve a higher level, the next evolution. The actual result of his wish is subtle, and something that may not show results for years to come. Slowly but surely though, humanity will progress and avoid certain disaster and destroying itself – even if Rui isn’t there to see it.
Power: Rui has the passive ability to provide support and analysis – he has, and more importantly, shares the ability to analyze the strengths and weaknesses of enemies as well as allies with anyone he wishes. The basic program can help users identify weaknesses in enemies, suggest how best to apply their own strengths and alert them to incoming attacks. While it doesn’t directly strengthen them, it gives them the information on how to best apply the strengths they have. Basically he provides scan data to others, that helps them understand their enemies as well as themselves so that they might most effectively apply themselves. It appears as a floating screen with heads up displays pointing things out for all users. The information for this program is provided on a voluntary basis by the users, and just makes general observation-based analysis otherwise. Rather than generating new information that wouldn’t otherwise be available through normal observation, it simply compiles data from multiple observation by users, letting them share information on enemies, and if users voluntarily provide their own information/allow it to observe them, it can make suggests based on that for how they might best apply those in the given situation. So it only provides information that ICly users have observed, allowing them to share, or information users have volunteered themselves. This would be modded OOCly through an information/permissions post that players could contribute to. Without their input, it basically just logs Rui’s IC observations.
His active power is teleportation – using his shield, he can either teleport himself to another’s location or teleport them to his location as long as the other party accepts his call. In this way he can help bring people together. It’s not a quick process though so it can’t be used in the middle of battle necessarily, and it can’t be used anywhere there isn’t a cell phone signal or no people to receive the call.
Weapon: The X-saucer that goes with his gatchaman suit – basically a large disc ring with an X through the middle. Usable as a shield and projectile considering it’s summonable, so he can call it back when thrown.

Increasingly, evidence pointed towards no – no Galax, no Crowds, no Kuu-sama even. Worse, he didn’t have any of his own personal devices – which meant not even a local copy of Galax. No X.
“X, what should I do?” he asked quietly, knowing he wouldn’t get an answer yet still hoping to hear the electronic ringing of his friend’s voice.
This wasn’t a time to sit idle though. If he couldn’t rely on X, if he couldn’t rely on the G-team, then it was up to him to investigate this situation. No help could come until he helped himself first.
“Fine then. I started by myself before; it’s nothing I can’t handle,” he said, reaching up and pushing up his glasses, a grin, slightly forced, spreading across his lips. “Reconnaissance, analysis, interviewing the population, seeing if there are others in this same situation… I’ll need to get a new tablet as well to keep track of everything. Let’s find out all the rules of this game.” He threw out his arm, a grand gesture even if no one was watching. “Just watch me, X. I’ll have this figured out soon enough.”
Now just to put the plan in action. Information was crucial. Even if he hadn’t been a child of the information age, this would have been first on his mind. While he believed in action, uninformed action was just reckless in most cases and just not his style. Diving into things headfirst, using nothing but intuition and an open mind? He’d leave that to Hajime. Not that he looked down on that style of action, just that it wasn’t something he could replicate. No, he’d establish his base of operations, figure out the rules and have a plan of action before playing the game. Then could Load Galax make their grand entrance onto the scene with command.
“To my fellow weary wanderers,” he composed, even though he knew it wasn’t being recorded. Some habits were hard to shake and the lack of his friend’s nearly constant presence hadn’t entirely sunk in yet. He continued theatrically, “I know there are others out there in my own situation.” At least, he didn’t want to believe there weren’t. “It seems it would be in our best interest to convene and share our experiences, to compare and contrast the puzzle pieces we’ve been given that we might put together a more complete picture. We know not the time limit or the rules, so let us ascertain at least the latter.”
A pause. He really hoped no one heard him saying all that out loud like that just now. Or saw him like this. It was… an uncomfortable feeling, right now, not having any of his clothes or wigs, not being able to wrap himself up in that persona, that appearance. That momentary speech had let him experience it again but now he just felt all the more self-conscious without it.
“This… might be harder than I thought,” he admitted with a small sigh. What he wouldn’t give to have the positive Hajime here to cheer him up. To hear X’s voice affirming his beliefs. To have any of the G-team supporting him. But… “I have to stay strong. I’ll do this. I’ll figure it out.”
